Background:
The 1991 Legislature designated the Transportation Improvement Board (TIB), to review
requests from cities, counties or the state for route jurisdiction transfers and to provide a
recommendation to the House and Senate Transportation Committees by November 15 of
each year for recommended transfers. The TIB adopted Washington Administrative Code
rules for the administration of the Route Jurisdiction Transfer process. After soliciting public
testimony, the TIB will transfer the request to the Legislature. If a route being considered for
transfer is located wholly within one or more contiguous jurisdictions, responsibility can
remain at the local level if local officials prefer. Based on the criteria established by the
Legislature, the City of Spokane requested that the jurisdiction for a portion of State Route
290 be transferred from the WSDOT to the City of Spokane.
Summary of Bill:
The definition of State Route 290 is amended. Transfers approximately eight tenths of a mile
of State Route 290, which is in the City of Spokane from the WSDOT to the City of Spokane.
The portion of State Route 290 being transferred begins at State Route 2 and ends at
Hamilton Street.
Appropriation: None.
Fiscal Note: Available.
Effective Date: The bill takes effect 90 days after adjournment of session in which bill is passed.
Testimony For: The City of Spokane proposed the transfer of jurisdiction from the WSDOT to the City of Spokane. The segment of roadway has changed from a manufacturing and warehouse industrial area to a college campus setting.
