Background:

Washington operates on a biennial budget cycle. The Legislature authorizes expenditures for capital needs in the Capital Budget for a two-year period, and authorizes bond sales through passage of a bond bill associated with the Capital Budget to fund a portion of these expenditures. The current Capital Budget covers the period from July 1, 2005, through June 30, 2007.

Summary of Amended Bill:

Supplemental Capital Budget appropriations of $298.2 million are made for the 2005-07 biennium. (See budget highlights.) The Supplemental Capital Budget appropriates $124.6 million for new projects from state general obligation bonds. Of this amount, $83.6 million requires the passage of a bond bill.

Appropriation: The sum of $298.2 million in new appropriations.

Effective Date of Amended Bill: The bill contains an emergency clause and takes effect immediately.
