Background:
The state government operates on the basis of a fiscal biennium that begins on July 1 of each
odd-numbered year. Appropriations are made in the biennial budget for the operation of state
government and its various agencies and institutions.
Summary of Bill:
Total state general-fund appropriations for the 2005-07 biennium are 25.5 billion.
Appropriations are also made from a variety of other accounts. This is Governor Locke's budget
based on current revenues (Book 1). For additional information, see the detailed comparison of
