Background:
State government operates on the basis of a fiscal biennium that begins on July 1 of each odd-numbered year. Appropriations are made in the biennial budget for the operation of state
government and its various agencies and institutions. The biennial budget is typically amended
each year by a supplemental budget. Total state general-fund appropriations for the 2003-05
biennium are currently $23.2 billion.
Summary of Bill:
Total state general fund spending for the 2003-05 biennium would increase by $141 million to
$23.4 billion. Appropriations are also amended for a variety of accounts. For additional
