Background:
The Washington State Auditor's Office prescribes the accounting and reporting systems of
local government, pursuant to state law. Accounting and reporting requirements are detailed
in a Budgetary, Accounting, and Reporting System (BARS) manual, which contains a
standardized chart of accounts.
The County Road Administration Board (CRAB) administers the county portion of the motor
vehicle fuel tax, issues standards of good practice, and provides technical services to the road
departments of Washington's 39 counties. Counties are required to report to CRAB on road
construction maintenance, planning, and budgeting. These reporting laws contain references
to specific local government BARS manual accounts, which have been updated since the
laws were last revised.
Summary:
Obsolete BARS manual account numbers and references are removed regarding county road
construction budgets and county road construction and maintenance planning and reporting.
