  • Deletes obsolete references to Budget Accounting System codes and descriptions in county road construction reporting requirement laws.

Background:

The Washington State Auditor's Office prescribes the accounting and reporting systems of local government, per RCW 43.09.200. Accounting and reporting requirements are detailed in a Budgetary, Accounting, and Reporting System (BARS) manual, which contains a standardized chart of accounts.

The County Road Administration Board administers the county portion of the motor vehicle fuel tax, issues standards of good practice, and provides technical services to the road departments of Washington's 39 counties. Current law requires counties to report to CRAB on road construction maintenance, planning, and budgeting. These laws contain references to specific local government BARS manual accounts, which have been updated since the laws were last revised.

Summary of Bill:

Obsolete BARS manual account numbers and references are removed in RCW 36.77.065 regarding county road construction budgets, and in RCW 36.81.130 regarding county road construction and maintenance planning and reporting.

Effective Date: The bill takes effect 90 days after adjournment of session in which bill is passed.
