Background: Under current law, the Washington Association of Sheriffs and Police Chiefs
(WASPC) is directed to maintain a statewide website on Level 2 and Level 3 sex offenders within
the limits of state and federal law.
Most provisions in state law that apply to sex offenders also apply to kidnapping offenders.
Summary of Bill: Kidnapping offenders are added to the statewide website maintained by WASPC. The website must contain the same information as provided on level 3 sex offenders, to the extent that the information is permissible under state and federal law.

Effective Date: Ninety days after adjournment of session in which bill is passed.
Testimony For: There was an oversight in the legislation authorizing WASPC to establish and maintain a statewide sex offender database in that the legislation did not include kidnapping offenders. This bill clarifies WASPC's authority to include them.
