Background: Current law provides that "county road construction budget" means the aggregate total of those costs as defined by budgeting, accounting, and reporting (BARS). However, such costs must not include those costs assigned to the preliminary engineering account, right of way account, ancillary operations account, and ferries account.

Current law provides that each year the county road engineer must file a recommended plan for the laying out, construction, maintenance, and special maintenance of county roads. A listing of all recommended repairs and purchases of road equipment and a recommendation of the amounts to be expended for maintenance and special maintenance must be included.

Summary of Bill: The bill removes references to BARS numbers and account names that have become obsolete. The bill defines the "county road construction budget" as the aggregate total of cost as defined by BARS. However, such costs must not include those costs assigned to the right of way account, ancillary operations account, and that portion of the engineering account that is preliminary engineering.

The bill removes references to special maintenance and repairs. The bill specifies that each year the county road engineer must file a recommended plan for the laying out, construction, and maintenance of county roads. A listing of all recommended purchases of road equipment and a recommendation of the amounts to be expended for maintenance must be included.
