Background: Currently, the State Board of Education (Board) annually elects a president and vice president. The Superintendent of Public Instruction is an ex officio member and the chief executive officer of the Board. As an ex officio member, the Superintendent has the right to vote only when there is a question before the Board upon which no majority opinion has been reached among the Board members present and voting, and the Superintendent's vote is essential for action.

Summary of Bill: The State Board of Education annually must elect a president and vice president and other officers as the Board determines. The Superintendent of Public Instruction is an ex officio member and the chief executive officer of the State Board of Education and has the right to vote on all matters before the Board.
