Background: The Liquor Control Board (LCB) is currently required to conduct a statewide alcohol awareness program in collaboration with federal and state agencies, to interested organizations and individuals. For a number of years, $150,000 from the liquor license fee collections have been transferred to the general fund for juvenile alcohol and drug prevention programs to be administered by the Office of the Superintendent of Public Instruction (OSPI). Recently, OSPI has not spent this transfer.

Summary of Bill: The transfer of $150,000 in liquor license fees for OSPI's use is discontinued and the fees remain in control of the LCB for use in their alcohol education program.

Effective Date: Ninety days after adjournment of session in which bill is passed.

Testimony For: OSPI did not believe that the $150,000 transfer it received was sufficient to fund a comprehensive alcohol education program. The LCB intends to use the funds as seed money to provide alcohol education programs in areas in which stakeholders are not currently offering alcohol education.
