Background: The Growth Management Act (GMA) establishes a comprehensive land use
planning framework for county and city governments in Washington. Counties and cities meeting
specific population and growth criteria are required to comply with the major requirements of the
GMA. Counties not meeting these criteria may choose to plan under the GMA. Twenty-nine of
39 counties, and the cities within those 29 counties, are required to or have chosen to comply with
the major requirements of the GMA (GMA jurisdictions), which includes the adoption of a
comprehensive plan.
The transportation element of a comprehensive plan must include the following sub-elements:
(1) land use assumptions in estimating travel; (2) estimated traffic impacts to state-owned
transportation facilities resulting from land use assumptions; (3) facility and service needs; (4)
finance; (5) intergovernmental coordination efforts; and (6) demand-management strategies.
Summary of Bill: Bus stops and pedestrian crosswalks that are necessary to meet future demands must be identified under sub-element three, "facility and service needs".
