Background: A Washington concealed pistol license (CPL) holder may renew the license if the licensee applies for renewal within ninety days before or after the expiration date of the license. A renewed license takes effect on the expiration date of the prior license. A licensee renewing after the expiration date of the license must pay a late renewal penalty of $10 in addition to the renewal fee ($32 plus any additional charges imposed by the Federal Bureau of Investigation).

Summary of Bill: Members of the armed forces, who are unable to renew their CPL because of their assignment, reassignment, or deployment for out-of-state military service, may renew their CPL within 90 days after returning to the state. They must provide a copy of their original order designating out-of-state military service and, if appropriate, a copy of their discharge or subsequent assignment back to Washington. They are not required to pay the $10 late renewal penalty.

Testimony For: These people are protecting our liberty so we should make it as easy as possible for them to exercise theirs. The majority of deployed concealed pistol license holders are Washington National Guard troops and they should not be penalized.
