Title: An act relating to higher education.

Brief Description: Requiring that part-time community college faculty be paid on the same scale as full-time faculty.

Background: Community and technical colleges employ both part-time and full-time faculty. The method of compensation for part-time faculty at these community and technical colleges has been a matter of debate.

Summary of Bill: Each community and technical college will have only one salary and one increment or step increase schedule for all faculty.

Upon hiring, part-time faculty must be placed in the appropriate step in the salary schedule, based upon degree, experience, and other pertinent factors, comparable to similarly situated full-time faculty. Part-time faculty are paid on a pro rata basis, based upon the percentage of a full-time faculty teaching load.

Part-time faculty are allowed to teach up to a full-time level during the fall, winter, and spring quarters. Part-time faculty who teach at more than one institution of higher education will have all of their experience counted at each institution.

Effective Date: This bill takes effect 90 days after adjournment of session in which bill is passed. Sections 2 and 3 must be implemented by July 1, 2006.
