Background: Bicycles can be equipped with or attached to baby carriers.

Local governments may prohibit the operation of bicycles on sidewalks.

Summary of Bill: Unless local law prohibits the operation of bicycles on the sidewalk adjacent to the roadway, a person shall not operate a bicycle attached to an occupied baby carrier on a roadway.
