Background: Unless prohibited by the term of a collective bargaining agreement or other local government policies, cities and towns can layoff permanent employees for various reasons.

Summary of Bill: No city or town may layoff or conduct a reduction in force affecting permanent employees and fill the positions formerly occupied by permanent employees with inmates provided through the correctional industries program.
