Background: Diking and drainage districts are special districts created to provide diking,
drainage, and flood control in a defined area. Some of the many allowed activities are flood
control, drainage control, protecting life and property from flood water, acquiring, purchasing,
or leasing property, restoring lake or river environments, controlling aquatic plants, and
enhancing water quality.
The district is governed by three members who serve staggered six year terms. The governing
members are elected at general elections. The members of the governing body may receive
compensation for attending meetings and for time spent in performance of their duties, or they
may waive compensation. The members' actual expenses and mileage incurred in the
performance of their duties are also reimbursable.
Summary of Bill: If a member elects to receive compensation, the member's land must be free of any liens against it for delinquent or special assessments held by the special district.
