Background: The 2004 Legislature provided for the recognition of concealed pistol licenses (CPL) from other states if those states also recognize Washington CPLs and additionally if: (a) the licensing state does not issue CPLs to persons under the age of twenty-one; and (b) the state requires mandatory fingerprint-based background checks of criminal and mental history. At this time, Washington recognizes CPLs from North Carolina, Mississippi, Ohio, Oklahoma, Louisiana, Utah, and Michigan. The Attorney General maintains a website listing the states with which Washington has reciprocity. According to the website, the most common reason that Washington does not recognize another state's CPLs is that the other state does not recognize Washington's.

Summary of Bill: The requirements for reciprocity are modified. A CPL from another state may be recognized if the holder is over twenty-one years of age even if that state issues CPLs to persons under twenty-one. Additionally, if the other state is not able, by law, to obtain fingerprint-based background checks of criminal and mental history, then this requirement does not apply.
