Background: The Youth Athletic Facility Grant Account was established in 1997. It is to receive funds in excess of a certain level in the Stadium and Exhibition Center Account. An initial donation of $10 million was deposited into the youth athletic account; however, the required fund balance in the stadium account has not been reached to provide any new funds for youth athletic facilities.

The 2006 season was the best for the Seattle Seahawks.

Summary of Substitute Bill: The 2006 Seattle Professional Football Championship Account is established. Ten million dollars of the general funds is deposited in the account. The state funds provide a dollar for dollar match for all private donations received for youth athletic facilities. After June 30, 2008, all remaining state funds are transferred back to the general fund.

Substitute Bill Compared to Original Bill: The substitute bill changes the name of the account to the Seattle professional football championship account, and makes other technical changes.

Appropriation: $10 million is appropriated to the new account from the general fund.

Effective Date: Ninety days after adjournment of session in which bill is passed.

Testimony For: The need for youth athletic fields is great and this is a good way to raise private funding.
