Background: Concern is expressed that the Legislature, when meeting in Olympia, is not easily accessible to all citizens of the state, especially those living east of the Cascade Mountains, and historically, some of the Legislature's interim assemblies have been held at locations other than Olympia.

Summary of Substitute Bill: The Legislature recognizes that the regions of the state located east and west of the Cascade Mountains each have a distinct character but are united to fulfill common goals and local needs. The Legislature expresses the desire to make itself more accessible and communicate as well as possible with the citizens of the state. It resolves, therefore, that the legislative assembly in September 2006 will be held at a location east of the Cascade Mountains, to be determined jointly by the Secretary of the Senate and the Chief Clerk of the House of Representatives, and will be within existing appropriations.

Substitute Bill Compared to Original Bill: The requirement for being within existing appropriations is added.
