     TO THE HONORABLE GEORGE W. BUSH, PRESIDENT OF THE UNITED STATES, AND TO THE PRESIDENT OF THE SENATE AND THE SPEAKER OF THE HOUSE OF REPRESENTATIVES, AND TO THE SENATE AND HOUSE OF REPRESENTATIVES OF THE UNITED STATES, IN CONGRESS ASSEMBLED, AND TO THE FEDERAL COMMUNICATIONS COMMISSION:
     We, your Memorialists, the Senate and House of Representatives of the State of Washington, in legislative session assembled, respectfully represent and petition as follows:
     WHEREAS, Voice Over Internet Protocol is an emerging technology that has the potential to replace traditional wireline services in the near future; and
     WHEREAS, Public safety officers rely upon the ability of Enhanced 911 to locate a caller's address so they can respond appropriately in an emergency situation;
     NOW, THEREFORE, Your Memorialists respectfully request that Congress and the Federal Communications Commission consider developing national Enhanced 911 standards for Voice Over Internet Protocol service to address the public safety needs of our state and other states and to enable public safety officers to respond quickly in the event of an emergency.
     BE IT RESOLVED, That copies of this Memorial be immediately transmitted to the Honorable George W. Bush, President of the United States, the Director of the Federal Communications Commission, the President of the United States Senate, the Speaker of the House of Representatives, and each member of Congress from the State of Washington.
