     TO THE HONORABLE GEORGE W. BUSH, PRESIDENT OF THE UNITED STATES, AND TO THE PRESIDENT OF THE SENATE AND THE SPEAKER OF THE HOUSE OF REPRESENTATIVES, AND TO THE SENATE AND HOUSE OF REPRESENTATIVES OF THE UNITED STATES, IN CONGRESS ASSEMBLED, AND TO THE SECRETARY OF THE UNITED STATES DEPARTMENT OF TRANSPORTATION:
     We, your Memorialists, the Senate and House of Representatives of the State of Washington, in legislative session assembled, respectfully represent and petition as follows:
     WHEREAS, Obtaining federal funding for the implementation of a magnetic levitation transportation system would greatly improve the movement of persons and freight in the state of Washington; and
     WHEREAS, The new transportation system would create new jobs in the state of Washington; and
     WHEREAS, The new transportation system would increase freight mobility by allowing goods and freight to bypass congested roadways and get to the ports faster; and
     WHEREAS, The new transportation system would allow the state of Washington to move persons faster and reduce congestion on Washington state roadways; and
     WHEREAS, The new transportation system would increase the reliability and dependability of mass transit since magnetic levitation is not affected by weather; and
     WHEREAS, The state of Washington has led the world in advancements in aerospace and technology; and
     WHEREAS, Washington is committed to moving transportation into the twenty-first century; and
     WHEREAS, Washington's leaders are committed to implementing a visionary system for moving people and goods between and within regions; and
     WHEREAS, Washington has the skilled workers and the production facilities to cost-effectively build and implement an elevated magnetic levitation monorail system; and
     WHEREAS, Washington has formed an eight member task force of legislative leaders to select a location for initial implementation; and
     WHEREAS, Washington is sponsoring a statewide concept development competition for the master planning of an integrated magnetic levitation transportation system for the movement of people and freight;
     NOW, THEREFORE, Your Memorialists respectfully request that the United States Department of Transportation consider the state of Washington as a candidate for federal funding for the implementation of a visionary magnetic levitation concept with implementing pilot projects in the state of Washington.
     BE IT RESOLVED, That copies of this Memorial be immediately transmitted to the Honorable George W. Bush, President of the United States, the Secretary of the United States Department of Transportation, the President of the United States Senate, the Speaker of the House of Representatives, and each member of Congress from the State of Washington.
