AN ACT Relating to tax incentives for clean and alternative fuel vehicles; adding new sections to chapter 82.08 RCW; and adding new sections to chapter 82.12 RCW.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF WASHINGTON:
NEW SECTION. Sec. 1 A new section is added to chapter 82.08 RCW
to read as follows:
(1) The tax levied by RCW 82.08.020 does not apply to sales of a
new motor vehicle which is exclusively powered by a clean alternative
fuel.
(2) As used in this section, "clean alternative fuel" means natural
gas, hydrogen, or electricity when used as a motor vehicle fuel, or
propane used as a motor vehicle fuel in a vehicle that meets the
federal fleet emissions standards under the federal clean air act.
NEW SECTION. Sec. 2 A new section is added to chapter 82.08 RCW
to read as follows:
(1) The tax levied by RCW 82.08.020 does not apply to the sales of
conversion equipment, or charges made for labor and services rendered
in respect to installing, repairing, cleaning, or altering conversion
equipment, incorporated into or used in converting vehicles powered by
any other fuel to either exclusive use of a clean alternative fuel or
dual use of any other fuel and a clean alternative fuel. Conversion
equipment includes, but is not limited to, storage cylinders, cylinder
brackets, regulated mixers, fill valves, pressure regulators, solenoid
valves, fuel gauges, electronic ignitions, and alternative fuel
delivery lines.
(2) "Clean alternative fuel" has the same meaning as provided in
section 1 of this act.
NEW SECTION. Sec. 3 A new section is added to chapter 82.08 RCW
to read as follows:
(1) The tax levied by RCW 82.08.020 does not apply to sales of or
charges made for labor and services rendered in respect to installing,
repairing, cleaning, or altering equipment incorporated into or used in
a compressed natural gas or hydrogen filling or electric recharging
station for vehicles powered by a clean alternative fuel.
(2) "Clean alternative fuel" has the same meaning as provided in
section 1 of this act.
NEW SECTION. Sec. 4 A new section is added to chapter 82.08 RCW
to read as follows:
The tax levied by RCW 82.08.020 does not apply to sales of any
passenger car utilizing hybrid technology that has a United States
environmental protection agency estimated highway gasoline mileage
rating of at least forty miles per gallon.
NEW SECTION. Sec. 5 A new section is added to chapter 82.12 RCW
to read as follows:
(1) The provisions of this chapter do not apply in respect to the
use of a new motor vehicle which is exclusively powered by a clean
alternative fuel.
(2) "Clean alternative fuel" has the same meaning as provided in
section 1 of this act.

to read as follows:
(1) The provisions of this chapter do not apply in respect to the

any other fuel to either exclusive use of a clean alternative fuel or
