WHEREAS, The climate and geology of the state of Washington create
two distinct regions defined by their location east or west of the
Cascade Mountains; and
WHEREAS, A distinct regional character reflects the social,
political, and economic history of each; and
WHEREAS, A shared history as the state of Washington unites the
regions for the fulfillment of common goals and local needs; and
WHEREAS, Such common goals and local needs throughout the state are
the concern of the legislature, and the legislature desires to inform
itself as well as possible regarding them; and
WHEREAS, The legislature desires to maintain an environment of
mutual respect and lively discourse between all members of the
legislature and citizens of the state; and
WHEREAS, The legislature desires to make itself accessible to
citizens for whom the location of the state capital makes access to the
legislature more difficult;
NOW, THEREFORE, BE IT RESOLVED, By the Senate of the state of
Washington, the House of Representatives concurring, That the
legislative assembly in September 2006 occur at a location east of the
Cascade Mountains; and
BE IT FURTHER RESOLVED, That the Secretary of the Senate and the
Chief Clerk of the House of Representatives work jointly and according
to the administrative processes of each body to determine a location
and make the necessary arrangements for a September 2006 legislative
assembly at a location east of the Cascade Mountains.
