WHEREAS, The Senate adopted permanent rules for the 2005-07 biennium under Senate Floor Resolution 8601 in 2005;
NOW, THEREFORE, BE IT RESOLVED, That the Permanent Rules of the Senate for the 2005-07 biennium be amended by adding a new rule to read as follows:

"Emergency Clauses

Rule 70. Adoption or passage of any measure, substitute, or amendment which contains an emergency clause or otherwise changes the effective date of legislation set forth in Article II, section 1 of the Washington Constitution shall require the affirmative vote of sixty percent of the senators elected or appointed."
