Declares that the campaign finance reporting provisions of chapter 42.17 RCW apply to a candidate in an election for city or town mayor or council if the candidate receives or expects to receive five thousand dollars or more in contributions. The commission shall increase or decrease this amount pursuant to RCW 42.17.690.
