On page 5, beginning on line 1, strike all of section 5 and insertthe following:NEW SECTION.Sec. A new section is added to chapter 43.70 RCWto read as follows: (1) The department, in collaboration with its public and privatepartners, shall design a state asthma plan, based on clinically soundcriteria including nationally recognized guidelines such as thoseestablished by the national asthma education prevention partnershipexpert panel report guidelines for the diagnosis and management ofasthma. (2) The plan shall include recommendations in the following areas: (a) Evidencebased processes for the prevention and management ofasthma; (b) Data systems that support asthma prevalence reporting,including population disparities and practice variation in thetreatment of asthma; 1 (c) Quality improvement strategies addressing the successfuldiagnosis and management of the disease; and (d) Cost estimates and sources of funding for plan implementation. (3) The department shall submit the completed state plan to thegovernor and the legislature by December 1, 2005. After the initialstate plan is submitted, the department shall provide progress reportsto the governor and the legislature on a biennial basis beginningDecember 1, 2007. (4) The department shall implement the state plan recommendationsmade under subsection (2) of this section only to the extent thatfederal, state, or private funds, including grants, are available forthat purpose. Correct the title.Removes the requirement that school districts adoptasthma prevention policies. Removes provisions directing the HealthCare Authority to establish an asthma registry, and adds therequirement that the Authority report to the Legislature regarding itsdisease and demand management program. Removes the section requiringthe Department of Health to collect data regarding asthma and replacesit with a section requiring the Department of Health to design a stateasthma plan, and implement the plan to the extent funds are available.--- END --- 2
