RCW 79.24.650 and 1969 ex.s. c 272 s 1 are each amendedto read as follows: (1) Except as provided in subsection (2) of this section, the statecapitol committee shall provide for the construction, remodeling, andfurnishing of capitol office buildings, parking facilities, governor'smansion, and such other buildings and facilities as are determined bythe state capitol committee to be necessary to provide space for thelegislature by way of offices, committee rooms, hearing rooms, and workrooms, and to provide executive office space and housing for thegovernor, and to provide executive office space for other electiveofficials and such other state agencies as may be necessary, and to payfor all costs and expenses in issuing the bonds and to pay interestthereon during construction of the facilities for which the bonds wereissued and six months thereafter. (2)(a) Provision for the construction, remodeling, space planning,and furnishing of the legislative building and the Joel M. Pritchardbuilding shall be made by the state legislative building oversightcommittee. The state legislative building oversight committee shallconsist of the members of the state capitol committee and four membersof the legislature, two from the senate, one from each of the twolargest caucuses appointed by the leader of that caucus, and two fromthe house of representatives, one from each of the two largest caucusesappointed by the leader of that caucus. This committee shall haveauthority regarding allocation of internal space and establishingpolicy regarding the preservation of the historic character of theinterior and furnishings for the legislative building and the Joel M.Pritchard building. This responsibility includes but is not limited tooffices, committee rooms, hearing rooms, workrooms, public areas, the 1 provision of office space for the governor, and the provision of spacefor other statewide elected officials and other state agencies as thecommittee deems necessary, and establishing policy regarding land andparking areas adjacent to the legislative building and the Joel M.Pritchard building. (b) Provision for the construction, remodeling, space planning, andfurnishing of the John A. Cherberg building, the John L. O'Brienbuilding, and the Irving Newhouse building shall be made by thelegislative facilities oversight committee. The legislative facilitiesoversight committee shall consist of the four legislative membersappointed to the state legislative building oversight committeeestablished under (a) of this subsection. This committee shall haveauthority regarding allocation of internal space and establishingpolicy regarding the preservation of the historic character of theinterior and furnishings for the Cherberg, O'Brien, and Newhousebuildings. This responsibility includes but is not limited to offices,committee rooms, hearing rooms, workrooms, public areas, andestablishing policy regarding land and parking areas adjacent to thebuildings. (3) The legislative facilities oversight committee shall coordinatewith the state capitol committee in matters relating to theestablishment of policies affecting buildings and land specified insubsection (2)(b) of this section.Sec. RCW 43.34.080 and 1990 c 93 s 1 are each amended to readas follows: (1) The capitol campus design advisory committee is established asan advisory group to the state capitol committee, the state legislativebuilding oversight committee, the legislative facilities oversightcommittee, and the director of general administration to reviewprograms, planning, design, and landscaping of state capitol facilitiesand grounds and to make recommendations that will contribute to theattainment of architectural, aesthetic, functional, and environmentalexcellence in design and maintenance of capitol facilities on campusand located in neighboring communities. (2) The advisory committee shall consist of the following personswho shall be appointed by and serve at the pleasure of the governor: (a) Two architects; 2 (b) A landscape architect; and (c) An urban planner. The governor shall appoint the chair and vicechair and shallinstruct the director of general administration to provide the staffand resources necessary for implementing this section. The advisorycommittee shall meet at least once every ninety days and at the call ofthe chair. The members of the committee shall be reimbursed as provided in RCW43.03.220 and 44.04.120. (3) The advisory committee shall also consist of the secretary ofstate or his or her designee and two members of the house ofrepresentatives, one from each caucus, who shall be appointed by thespeaker of the house of representatives, and two members of the senate,one from each caucus, who shall be appointed by the president of thesenate. (4) The advisory committee shall review plans and designs affectingstate capitol facilities as they are developed in order to advise thestate capitol committee, the state legislative building oversightcommittee, the legislative facilities oversight committee, and thedirector of general administration. The advisory committee's reviewshall include: (a) The process of solicitation and selection of appropriateprofessional design services including designbuild proposals; (b) Compliance with the capitol campus master plan and designconcepts as adopted by the state capitol committee; (c) The design, siting, and grouping of state capitol facilitiesrelative to the service needs of state government and the impact uponthe local community's economy, environment, traffic patterns, and otherfactors; (d) The relationship of overall state capitol facility planning tothe respective comprehensive plans for longrange urban development ofthe cities of Olympia, Lacey, and Tumwater, and Thurston county; and (e) Landscaping plans and designs, including planting proposals,street furniture, sculpture, monuments, and access to the capitolcampus and buildings.NEW SECTION.Sec. A new section is added to chapter 27.48 RCWto read as follows: 3 The actions of the capitol furnishings preservation committee shallbe consistent with the policies established by the state capitolcommittee, the state legislative building oversight committee, and thelegislative facilities oversight committee.NEW SECTION.Sec. A new section is added to chapter 79.24 RCWto read as follows: The department of general administration is responsible forstewardship, preservation, operation, and maintenance of theLegislative building, the Cherberg building, the O'Brien building, theNewhouse building, and the Pritchard building, including land andparking areas adjacent to these buildings, subject to the policydirection and the guidance of the state capitol committee, the statelegislative building oversight committee, the legislative facilitiesoversight committee, and the capitol campus design advisory committee.Sec. RCW 43.19.125 and 1965 c 8 s 43.19.125 are each amended toread as follows: The director of general administration, through the division ofcapitol ((buildings)) facilities, shall have custody and control of thecapitol buildings and grounds((,)) and shall supervise and directproper care, heating, lighting, and repairing thereof, and, except asprovided in RCW 79.24.650, designate rooms in the capitol buildings tobe occupied by various state officials.NEW SECTION.Sec.
