The legislature finds that over time,numerous tuition waiver statutes have been enacted that allow thestate's institutions of higher education to waive all or a portion oftuition for certain eligible students. The legislature finds furtherthat the compilation of waiver statutes may create the unintendedconsequences of confusion or competition in their application. Thelegislature also finds that insofar as tuition waivers have a fiscalimpact to the state general fund and to the institutions of highereducation, it is in the best interests of the state to undertake aperiodic review of tuition waiver statutes in order to examine whetherthe various waivers are still consistent with the state's priorities inserving its citizens.NEW SECTION.Sec. The higher education coordinating board, incollaboration with the state board for community and technical collegesand the fouryear institutions of higher education, shall review thecurrent waivers at the state's institutions of higher education anddevelop recommendations for prioritization of waiver authority. Theboard shall report to the appropriate committees of the legislature byDecember 1, 2006, on recommendations for prioritization, includingrepeal, consolidation, standardization, or other changes to currentstatutes.
