A new section is added to chapter 49.04 RCWto read as follows: (1) The legislature finds that it is in the public interest of thestate to encourage and facilitate the formation of cooperativerelationships between business and labor and educational institutionsthat provide for the development and expansion of programs ofeducational skills training consistent with employment needs. (2) Further, the legislature finds that it is in the state'sinterest to make students aware of the educational training programsand career employment opportunities. (3) Therefore, the following shall be implemented to expandopportunities for secondary school students to prepare for technicalcareers and related apprenticeships: (a) Centers of excellence and other colleges with a high density ofapprenticeship programs shall act as brokers of relevant informationand resources as provided for in section 2 of this act; (b) An educational outreach program coordinated by the Washingtonstate apprenticeship and training council as provided for in section 3of this act; and (c) The development of directentry programs for graduatingsecondary students, approved and overseen by the Washington stateapprenticeship and training council as provided for in section 4 ofthis act.NEW SECTION.Sec. A new section is added to chapter 49.04 RCWto read as follows: (1) Centers of excellence, as designated by the state board forcommunity and technical colleges, and other colleges identified by the Official Print - 1 state board for community and technical colleges in consultation withthe Washington state apprenticeship and training council as having ahigh density of apprenticeship programs, shall act as a broker ofrelevant information and resources on available grants, scholarshipopportunities, job openings, and industries of growth. (2) The Washington state apprenticeship and training council, inconjunction with the office of the superintendent of publicinstruction, shall aid all local school districts in meeting the goalsof this act.NEW SECTION.Sec. A new section is added to chapter 49.04 RCWto read as follows: (1) Within existing resources, the Washington state apprenticeshipand training council, in conjunction with individual stateapprovedapprenticeship training programs and the office of the superintendentof public instruction, shall lead and coordinate an educationaloutreach program for middle and secondary school students, parents, andeducators about apprenticeship and career opportunities and communicatework force projections to the office of the superintendent of publicinstruction for distribution to all local school districts. (2) Appropriate activities of the Washington state apprenticeshipand training council under this section include assistance withcurriculum development, the establishment of practical learningopportunities for students, and seeking the advice and participation ofindustry and labor interests.NEW SECTION.Sec. A new section is added to chapter 49.04 RCWto read as follows: (1) Within existing resources, the Washington state apprenticeshipand training council shall approve and oversee directentry programsfor graduating secondary students into building and constructionrelated apprenticeships by: (a) Assisting individual school districts in using and leveragingexisting resources; and (b) Developing guidelines, including guidelines that ensure thatgraduating secondary school students will receive appropriate educationand training and will have the opportunity to transition to localapprenticeship programs. The guidelines must be developed with input Official Print - 2 from apprenticeship coordinators, the office of the superintendent ofpublic instruction, the state board for community and technicalcolleges, the work force training and education coordinating board, andother interested stakeholders for directentry programs. (2) The Washington state apprenticeship and training council shallaward up to ten incentive grants for the 200607 school year, based onguidelines established under subsection (1)(b) of this section, toschool districts statewide solely for personnel to negotiate andimplement agreements with local apprenticeship programs based uponstate apprenticeship use requirements, as described in RCW 39.04.320,to accept graduating secondary school students with appropriatetraining into apprenticeship programs. The council shall make everyeffort to award the grants evenly across the state.(3) Beginning December 1, 2006, the Washington state apprenticeshipand training council shall provide an annual report to the governor andthe education and commerce and labor committees of the legislature.The report shall include: (a) The guidelines established under subsection (1)(b) of thissection; (b) The names of the school districts receiving incentive grantsunder subsection (2) of this section; (c) The results of negotiations between school districts receivingincentive grants and local apprenticeship programs; (d) A list of apprenticeship programs that have agreed, pursuant tonegotiated agreements, to accept qualified graduating secondarystudents; and (e) The number of qualified graduating secondary students enteringinto apprenticeship programs each year through directentry programs.NEW SECTION.Sec. A new section is added to chapter 28C.04 RCWto read as follows: (1) Subject to funding provided for the purposes of this section,the superintendent of public instruction and the state board forcommunity and technical colleges, in consultation with the Washingtonstate apprenticeship and training council, shall allocate grants on acompetitive basis to up to four pilot projects to expand enrollment ofsecondary school students in career and technical programs that enablethem to enter apprenticeships, particularly building and construction Official Print - 3 apprenticeships, upon graduation. The purpose of the pilot projects isto develop new collaborations among K12 education and work forceeducation providers and try new approaches to delivering instructionand career and technical education to secondary school students. (a) Two of the pilot projects shall involve skill centers or highschools working collaboratively with local or regional apprenticeshipprograms and the Washington state apprenticeship and training councilto design and offer the programs. (b) Two of the pilot projects shall involve community or technicalcolleges working collaboratively with local high schools, local orregional apprenticeship programs, and the Washington stateapprenticeship and training council to design and offer the programs. (c) At least one of the pilot projects is encouraged to involvesmall or rural high schools. (d) In reviewing the grant applications, the superintendent ofpublic instruction and the Washington state apprenticeship and trainingcouncil shall convene a review committee representing the state boardfor community and technical colleges, the work force training andeducation coordinating board, business and labor interests with ties toapprenticeship fields, apprenticeship program coordinators, and careerand technical educators in the public schools. Grant award recipientsmust be notified by June 1, 2006. (e) Pilot projects must be ready to enroll students for the 200607school year. (f) The pilot projects shall operate for a threeyear period. (2) In addition to enrolling students in career and technicalprograms that enable them to enter apprenticeships upon graduation, thepilot projects under this section may engage in but are not limited tothe following activities: (a) Developing or modifying curriculum to align with apprenticeshipentry requirements and skill expectations or to adjust curriculum tothe secondary level; (b) Negotiating agreements for nonmonetary consideration or for noconsideration to use local or regional apprenticeship program trainingfacilities to offer programs; (c) Negotiating agreements with local or regional apprenticeshipprograms, community or technical colleges, or other contractors toprovide specialized instruction within the program; Official Print - 4 (d) Based on guidelines and assistance from the Washington stateapprenticeship and training council, negotiating directentryagreements with local or regional apprenticeship programs to acceptpilot project graduates into the programs; (e) In conjunction with educational outreach efforts by theWashington state apprenticeship and training council and local orregional apprenticeship programs, conducting marketing, advertising,and communication about the pilot project to area teachers, counselors,students, and parents; (f) Providing tutoring and other academic support services toensure students have the necessary academic skills for the program andfor high school graduation; and (g) Offering other support services such as counseling, communityservice referral, and assistance for lowincome students such as tools,supplies, books, or transportation to nonschool facilities. (3) To the maximum extent possible, students enrolled in a pilotproject shall receive both high school and college credit for theircourses through techprep agreements or the high school program createdin RCW 28A.600.300 through 28A.600.400 (running start). (4) Beginning December 1, 2007, recipients of grants under thissection shall report annually to the Washington state apprenticeshipand training council: The number of students participating in programsdeveloped under this section, the number of qualified graduatingsecondary students entering into apprenticeship programs each year, theapprenticeship programs into which the students entered, and lessonslearned by the grant recipients that might lead to improvements in thedevelopment and implementation of additional preapprenticeshipprograms. The Washington state apprenticeship and training councilshall provide an annual summary of the reports to the governor and theeducation and commerce and labor committees of the legislature. (5) Funding for a student enrolled in a community or technicalcollege pilot project under this section shall be provided under RCW28A.320.015 and 28A.320.035 and rules adopted for the provision ofinstruction under contract. (6) Using existing resources the superintendent of publicinstruction shall convene a work group to identify barriers andopportunities for further expansion of secondary career and technicalprograms that enable graduates to enter apprenticeships, including Official Print - 5 building and constructionrelated apprenticeships, beyond the pilotproject stage. The work group shall include representatives from theWashington state apprenticeship and training council, local or regionalapprenticeship programs, the work force training and educationcoordinating board, community and technical colleges, high schools, andskill centers. The superintendent shall submit a report withrecommendations to the governor and the education and commerce andlabor committees of the legislature by December 1, 2006. Issues to beconsidered by the work group may include: (a) Expanding participation and opportunities in running start forcareer and technical students, particularly in apprenticeshippreparation programs, including the role of using parent involvement inguidance and counseling for students to expand participation; (b) Addressing highly qualified teacher requirements under thefederal no child left behind act; (c) Crosscrediting of career and technical and core academiccourses; (d) The funding model for skill centers; (e) Creating benchmarks to measure outcomes from the pilot projectsand from possible expansion of the projects; and (f) The impact of current student assessment and achievementrequirements on student participation in apprenticeship preparationprograms and opportunities for developing alternative assessment andachievement requirements. (7) This section expires August 31, 2009.Sec. RCW 28B.15.067 and 2003 c 232 s 4 are each amended to readas follows: (1) Tuition fees shall be established under the provisions of thischapter. (2) Beginning with the 200304 academic year and ending with the200809 academic year, reductions or increases in fulltime tuitionfees for resident undergraduates shall be as provided in the omnibusappropriations act. (3) Beginning with the 200304 academic year and ending with the200809 academic year, the governing boards of the state universities,the regional universities, The Evergreen State College, and the stateboard for community and technical colleges may reduce or increase full Official Print - 6 time tuition fees for all students other than resident undergraduates,including summer school students and students in other selfsupportingdegree programs. Percentage increases in fulltime tuition fees mayexceed the fiscal growth factor. Reductions or increases may be madefor all or portions of an institution's programs, campuses, courses, orstudents. (4) Academic year tuition for fulltime students at the state'sinstitutions of higher education beginning with 200910, other thansummer term, shall be as charged during the 200809 academic yearunless different rates are adopted by the legislature. (5) The tuition fees established under this chapter shall not applyto high school students enrolling in participating institutions ofhigher education under RCW 28A.600.300 through 28A.600.400. (6) The tuition fees established under this chapter shall not applyto eligible students enrolling in a community or technical collegeunder section 5 of this act. (7) For the academic years 200304 through 200809, the Universityof Washington shall use an amount equivalent to ten percent of allrevenues received as a result of law school tuition increases beginningin academic year 200001 through academic year 200809 to assist needylow and middle income resident law students. (((7))) (8) For the academic years 200304 through 200809,institutions of higher education shall use an amount equivalent to tenpercent of all revenues received as a result of graduate academicschool tuition increases beginning in academic year 200304 throughacademic year 200809 to assist needy low and middleincome residentgraduate academic students.NEW SECTION.Sec. This act is necessary for the immediatepreservation of the public peace, health, or safety, or support of thestate government and its existing public institutions, and takes effectApril 1, 2006.
