RCW 70.128.010 and 2001 c 319 s 6 and 2001 c 319 s 2 areeach reenacted and amended to read as follows: Unless the context clearly requires otherwise, the definitions inthis section apply throughout this chapter. (1) "Adult family home" means a residential home in which a personor persons provide personal care, special care, room, and board to morethan one but not more than ((six)) eight adults who are not related byblood or marriage to the person or persons providing the services. (2) "Provider" means any person who is licensed under this chapterto operate an adult family home. For the purposes of an adult familyhome licensed for seven or eight residents, "provider" means a personwith one year of administration experience, in the state of Washington,in any licensed long-term care setting. For the purposes of thissection, "person" means any individual, partnership, corporation,association, or limited liability company. (3) "Department" means the department of social and healthservices. (4) "Resident" means an adult in need of personal or special carein an adult family home who is not related to the provider. (5) "Adults" means persons who have attained the age of eighteenyears. (6) "Home" means an adult family home. (7) "Imminent danger" means serious physical harm to or death of aresident has occurred, or there is a serious threat to resident life,health, or safety. (8) "Special care" means care beyond personal care as defined bythe department, in rule. 1 (9) "Capacity" means the maximum number of persons in need ofpersonal or special care permitted in an adult family home at a giventime. This number shall include related children or adults in the homeand who received special care. (10) "Resident manager" means a person employed or designated bythe provider to manage the adult family home.NEW SECTION.Sec. A new section is added to chapter 70.128 RCWto read as follows: (1) All adult family homes licensed for seven or eight residentsshall install smoke detectors. Smoke detectors must be installed ineach sleeping room and installed at a central point in a corridor orarea which gives access to each separate sleeping room. All smokedetectors located inside adult family homes licensed for seven or eightresidents shall be interconnected so as to sound an alarm from allsmoke detectors located in the home when any one detector is activated. (2) Adult family homes licensed for seven or eight residents shallhave their interconnected smoke detectors monitored by a centralmonitoring company and the adult family home provider shall maintainthe central monitoring service so long as the home is licensed as anadult family home. (3) Adult family homes licensed for seven or eight residents shallhave a residential automatic fire sprinkler system installed andmaintained in accordance with the national fire protection associationstandard 13R. If approved by the local building official, theautomatic fire sprinkler system may be installed in accordance with thenational fire protection association standard 13D. The automatic firesprinkler must be inspected on an annual basis by a state certifiedautomatic fire sprinkler system inspection and testing technician. (a) As of July 1, 2005, a currently licensed adult family home thatwishes to become licensed for seven or eight residents may install apartial automatic fire sprinkler system, if approved by the localbuilding inspector. The partial sprinkler system must be installed in: (i) The newly licensed resident bedrooms; and (ii) All exit corridors and pathways. (b) As of July 1, 2005, all newly constructed adult family homeslicensed for seven or eight residents shall have a residential 2 automatic fire sprinkler system installed and maintained in accordancewith the national fire protection association standard 13R.Sec. RCW 70.128.175 and 1997 c 392 s 401 are each amended toread as follows: (1) Unless the context clearly requires otherwise, thesedefinitions shall apply throughout this section and RCW 35.63.140,35A.63.149, 36.70.755, 35.22.680, and 36.32.560: (a) "Adult family home" means a regular family abode in which aperson or persons provides personal care, special care, room, and boardto more than one but not more than ((six)) eight adults who are notrelated by blood or marriage to the person or persons providing theservices. (b) "Residential care facility" means a facility that cares for atleast five, but not more than fifteen functionally disabled persons,that is not licensed pursuant to chapter 70.128 RCW. (c) "Department" means the department of social and healthservices.
