   On page 3, after line 18, insert the following:

   "(8)(a) Except as provided in (b) and (c) of this subsection, annexation proposals commenced under chapter 35.13 or 35A.14 RCW that are expanded under subsection (2) of this section must be approved by no fewer than fifty percent of the property owners, as determined by the records of the county assessor, in the expansion area.

   (b) Annexation proposals commenced under RCW 35.13.120 that are expanded under subsection (2) of this section must be approved by:

   (i) No fewer than fifty percent of the property owners, as determined by the records of the county assessor, in the expansion area; and

   (ii) The owners of not less than seventy-five percent in value, according to the assessed valuation for general taxation, of the property in the expansion area.

   (c) Annexation proposals commenced under RCW 35A.14.120 that are expanded under subsection (2) this section must be approved by:

   (i) No fewer than fifty percent of the property owners, as determined by the records of the county assessor, in the expansion area; and

   (ii) The owners of not less than sixty percent in value, according to the assessed valuation for general taxation, of the property in the expansion area."

   On page 3, at the beginning of line 19, insert "(9)"

EFFECT: (1) Specifies that, except as provided otherwise, annexation proposals commenced under general provisions governing city and town annexations that are expanded by a boundary review board (board) must be approved by no fewer than 50 percent of the property owners in the expansion area.

(2) Specifies that annexation proposals commenced using a certain direct petition annexation method for cities and towns that are expanded by a board must be approved by: the owners of not less than 75 percent, in value, of the property in the expansion area; and no fewer than 50 percent of the property owners in the expansion area.

(3) Specifies that annexation proposals commenced using a certain direct petition annexation method for code cities that are expanded by a board must be approved by: the owners of not less than 60 percent, in value, of the property in the expansion area; and no fewer than 50 percent of the property owners in the expansion area.

(4) Makes technical changes by inserting additional subsection numbering.
