On page 5, after line 6, insert the following:
"Sec. 202. RCW 28B.76.310 and 2004 c 275 s 15 are each amended to read as follows:
(1) The board, in consultation with the house of representatives and senate committees responsible for higher education, the respective fiscal committees of the house of representatives and senate, the office of financial management, the state board for community and technical colleges, and the state institutions of higher education, shall develop:
(a) A framework for an evaluation of the requirements and costs to measure direct and indirect undergraduate and graduate costs for public institutions including but not limited to:
(i) Cost per enrolled undergraduate and graduate student;
(ii) Cost per undergraduate and graduate degree;
(iii) Cost per degree by field of study;
(iv) Precollege remediation costs;
(v) All financial aid and institutional aid per student;
(vi) Average faculty, administrator, and classified staff
salaries including those funded by state moneys and moneys from
other sources;
(vii) Percentage of budget spent on faculty, administration,
and staff; and
(viii) Cost per student for support services; and
(b) Standardized methods and protocols for measuring the undergraduate and graduate educational costs described in subsection (1)(a) of this section for the state universities, regional universities, and community colleges ((, including but not limited to the costs of instruction, costs to provide degrees in specific fields, and costs for precollege remediation,)).
(2) ((By December 1, 2004, the board must propose a schedule of regular)) By January 1, 2008, the board shall submit to the governor's office and the legislature the framework for the evaluation of the requirements and costs to provide data to comply with subsection (1)(a) of this section. Adoption of the framework is subject to approval and funding by the legislature. Every four years thereafter, the board shall submit cost study reports intended to meet the information needs of the governor's office and the legislature and the requirements of RCW 28B.76.300 ((and submit the proposed schedule)) to the higher education and fiscal committees of the house of representatives and the senate for their review.
(3) The institutions of higher education shall participate in the development of cost study methods and shall provide all necessary data in a timely fashion consistent with the board's reporting requirements and consistent with the protocols developed.
NEW SECTION. Sec. 203. The sum of $100,000, or so much thereof as may be necessary, is appropriated from the general fund--state for the fiscal year ending June 30, 2008, to the higher education coordinating board for purposes of section 202 of this act."
Correct the title.
EFFECT: Requires the Higher Education Coordinating Board to develop a framework from which to evaluate the data requirements and associated costs to measure specific direct and indirect costs as part of the HECB cost study reports. Outlines specific indirect and direct costs that must be included in the cost study reports. The cost measures include cost per enrollment, degree, field of study, remediation, financial aid, salaries, and support services. The board is required to submit the cost study reports to the Governor and Legislature every four years. An appropriation of $100,000 is provided to the HECB to develop the framework and conduct the cost study.
