"NEW SECTION.  Sec. 1   The legislature finds that the residents of Washington should be safe from life and property loss due to fire. The legislature recognizes that there are substantial financial and administrative burdens associated with the installation of fire suppression and prevention systems in residential homes. It is the intent of the legislature to commission the state building code council to form a technical advisory group to research and develop a model policy to encourage and facilitate the installation of additional residential fire sprinkler systems. In the interest of safety and efficiency, the legislature further intends that the efforts of the state building code council avoid interference with the approval of any local proposals to require sprinklers in homes."
