   On page 5, after line 26, insert the following:

   "NEW SECTION. Sec. 5. This act takes effect only if the board of regents of the University of Washington certifies, by reference to this act by bill or chapter number, that the branch campus at Everett is preferred over further state investment in any branch campus of the University of Washington. If the action described in this section is not implemented by July 1, 2008, this act is void in its entirety."

EFFECT: Specifies that the act is null and void if the University of Washington Board of Regents does not certify that it would prefer state investment in the Everett campus more than any of its other branch campuses by July 1, 2008.
