   On page 5, after line 26, insert the following:

   "NEW SECTION. Sec. 5. This act takes effect only if Engrossed Substitute House Bill No. 3329 is enacted into law and the Everett campus is identified as a top capital project priority by the office of financial management in the capital project analysis and scoring report submitted to the legislature on November 1, 2010, per the specifications of Engrossed Substitute House Bill No. 3329. If the actions described in this section are not implemented by November 1, 2010, this act is void in its entirety."

EFFECT: Specifies that the entire act is void if ESHB 3329 does not become law and the Office of Financial Management does not identify the Everett campus as a top capital project priority through the process outlined in ESHB 3329 by November 1, 2010.
