   On page 5, after line 26, insert the following:

   "(5) Subject to funds appropriated for this purpose, when developing the capital and operating plans for the University of Washington North Sound campus, the higher education coordinating board shall balance the overall capital and operating needs of all of the state's institutions of higher education. The capital and operating plans for the University of Washington North Sound should be developed in a manner that is consistent with the overall operating and capital facilities plans and the strategic master plan and maximize use of higher education capital and operating assets."

EFFECT: Subject to funding, requires the Higher Education Coordinating Board to balance the capital and operating plans for the University of Washington North Sound with the capital and operating needs for the rest of the system, as well as ensure that the capital and operating plans are consistent with the overall operating and capital facilities plans and the strategic master plan.
