   On page 4, line 24, after "it." insert "If the court finds the audio quality of a verbatim audio recording is unintelligible or indecipherable, the court shall not infer on the part of the governing body noncompliance with this chapter."

EFFECT: Prevents the court from inferring malfeasance by a governing body in the event of a poor quality recording.
