   On page 31, line 31, after "goals" insert the following:

   "(c) An inmate who consistently fails to meet inmate behavior standards and program goals is not qualified to receive earned release."

EFFECT: Prohibits an inmate who consistently fails to meet inmate behavior standards and program goals from receiving earned release.
