   On page 3, beginning on line 6, after "factor," strike all material through "by" on line 8 and insert "which shall be the same for each of the consecutive years in"

   On page 3, line 9, strike "in each of the subsequent consecutive years"

EFFECT: Removes the authority to use a variable index for the purpose of determining consecutive levies in a multiyear lid lift. Requires instead that a single limit factor be used to increase the levy in each of the years.
