   On page 6, after line 33 of the amendment, insert the following:

   "NEW SECTION. Sec. 5. The secretary of state shall study the impact of allowing voter registration from the close of registration up to and on election day in conjunction with vote-by-mail. The report shall include: analysis and recommendations regarding the impact to the procedural structure of voter registration, the actual cost of implementation, and the impact on the integrity of the election process and the voter registration database. The secretary of state shall submit its findings and recommendations to the appropriate committees of the house of representatives and senate by December 1, 2007.

   NEW SECTION. Sec. 6. The sum of forty-five thousand dollars, or as much thereof as may be necessary, is appropriated for the fiscal year ending June 30, 2008, from the general fund to the secretary of state for the purposes of section 5 of this act."

   Renumber following section consecutively.

EFFECT: Requires the Secretary of State to conduct a study on the impact of year-round voter registration to be submitted to the legislature by December 1, 2007, prior to implementation of the act. Appropriates forty-five thousand dollars for the completion of the study.
