   On page 5, after line 8 of the striking amendment, insert the following:

   "(5) Neither the revenues nor the appropriations identified in this section are contractual pension rights flowing to the members of the law enforcement officers' and firefighters' retirement system plan 2, nor are such revenues or appropriations part of the systematic funding of the benefits or liabilities of the law enforcement officers' and firefighters' retirement plan 2 as currently in law, or as may be enacted in the future. In the event that an appropriation is not made, or that this act is amended or repealed, the method of funding otherwise provided in law shall fund any benefits adopted with the intent that they would have been funded with moneys appropriated pursuant to this section. The legislature retains the right to amend or abolish this act at any time."

EFFECT: Specifies that the revenues and appropriations in the section are not a matter of contractual right, and that the act may be amended or abolished at any time.

In the event that money is not provided to the Benefits Enhancement Account, the overall method of funding the benefits of the Law Enforcement Officers' and Firefighters' Retirement System Plan 2 (sharing contribution requirements between members, employers, and the state on a 50 percent, 30 percent, 20 percent basis) shall fund any benefits adopted with the intent that they be funded from the Benefits Enhancement Account.
