   On page 11, line 4 of the amendment, after "(3)" insert "a".

   On page 11, line 7 of the amendment, strike "(a)" and insert "(i)".

   On page 11, line 10 of the amendment, strike "(b)" and insert "(ii)".

   On page 11, line 14 of the amendment, strike "(c)" and insert "(iii)".

   On page 11, line 17 of the amendment, strike "(a) and (b)" and insert "(i) and (ii)".

   On page 11, after line 19 of the amendment, insert the following:

   "(b) When the zoning of any unincorporated territory that as of January 1, 2007, (i) is located in a county subject to the provisions of this subsection; (ii) contains no residents; (iii) is entirely surrounded by the territory of one incorporated city; and (iv) is not part of the urban growth area of the surrounding city, is changed by the county to allow residential development, or is changed by the county to allow more dense residential development, the territory shall immediately be deemed as annexed to the surrounding city."

   On Page 19, after line 14 of the amendment, insert the following:

   "NEW SECTION. Sec. 8. Section 4 of this act is necessary for the immediate preservation of the public peace, health, or safety, or support of the state government and its existing public institutions, and takes effect immediately."

   Renumber the remaining sections consecutively and correct any internal references accordingly.

   On page 19, line 17 of the title amendment, after "36.70A RCW;", strike the remainder of the title and insert "creating new sections; and declaring an emergency."

EFFECT: Provides that when the zoning of certain unincorporated territory is changed by the county to allow residential development, or more dense residential development, the territory shall immediately be deemed as annexed to the surrounding city.
