   On page 5, line 3, after "obligation." insert "A basketball lessee that has paid at least one hundred and fifty million dollars toward the cost of improvements to the multipurpose public arena must guarantee any bonds issued under this subsection."

   Renumber the sections consecutively and correct any internal references accordingly.
