   On page 5, after line 27, insert the following:

   "(5) The improvements made to a multipurpose public arena, and the new uses of such arena, may not cause an increase to the existing carbon footprint of the facility prior to the improvements."

   Renumber the sections consecutively and correct any internal references accordingly.
