   On page 16, after line 1, insert the following:

   "NEW SECTION. Sec. 8. A new section is added to chapter 28A.655 RCW to read as follows:

   Notwithstanding RCW 28A.655.061 and 28A.655.065, the Washington assessment of student learning shall not be a graduation requirement until the legislature takes affirmative action to make it a graduation requirement. The legislature shall not take such action until the system is prepared to support the requirement. Such determination shall be made for each separate content area of reading, writing, mathematics, and science."

   Renumber the sections consecutively, correct any internal references accordingly, and correct the title.

EFFECT: The WASL will not be a graduation requirement until the Legislature takes affirmative action to make it a requirement. The action will not be taken until the system is prepared to support the requirement in each of the individual content areas.
