   On page 1, line 6, strike ", section 1"

   On page 1, line 8, beginning with "Article" strike everything through "proper." on page 2, line 13 and insert:

   "Article VII, section . . . Notwithstanding any other provision of this Constitution, the legislature shall have the power, by appropriate legislation, to grant to property owners relief from property taxes levied for any state purpose on residential real property. The relief shall be in the form of a refund equal to no more than the state property taxes paid on the residence by the owner. The legislature may place such restrictions and conditions upon the granting of the relief as the legislature deems proper."

EFFECT: Removes the homestead exemption. Replaces it with legislative authority to grant homeowners relief from the state property tax in the form of a refund. The legislature may place such restrictions and conditions upon the granting of relief as it deems proper.
