Background:

Generally, a renewable or alternative fuel is a motor vehicle fuel that is produced primarily from plant or animal products or waste, as opposed to fossil fuel sources. Renewable fuels include ethanol, biodiesel, and other motor vehicle fuels made from renewable sources. Renewable fuels can be blended into gasoline or diesel or used in their neat (unblended) form as motor vehicle fuel.

The Motor Fuel Quality Act (Act) provides for the establishment of quality specifications for all liquid motor fuels, except aviation fuel, marine fuel, and liquefied petroleum gases, and it establishes a sampling, testing, and enforcement program. "Motor fuel" is defined in the Act as any liquid product used for the generation of power in an internal combustion engine used for the propulsion of a motor vehicle upon the highways of this state.

The Act contains a definition of motor fuel, diesel, and biodiesel fuel. It does not include a definition of alcohol fuel or nonhazardous motor fuel. A "hazardous liquid" is defined in RCW 19.122.020 as petroleum, petroleum products, or anhydrous ammonia as those terms are defined in the federal regulations as of March 1, 1998, and carbon dioxide.

Summary of Bill:

The Motor Fuel Quality Act is amended to include a definition of nonhazardous motor fuel.

"Nonhazardous motor fuel" is defined as any fuel of a type distributed for use in a self-propelled motor vehicle that does not contain a hazardous liquid as defined in RCW 19.122.020.

Effective Date: The bill takes effect 90 days after adjournment of session in which bill is passed.
