Brief Description: Modifying snowmobile registration requirements.

Sponsors: Representatives O'Brien, Hinkle, Condotta, Fromhold, Ahern, McCune and Warnick.

Brief Summary of Bill
  • Removes the registration requirement for snowmobiles that are owned or transported but not operated in Washington State.

Hearing Date: 2/1/07

Staff: Teresa Berntsen (786-7301).

Background:

Under current law, all snowmobiles must be registered with the Department of Licensing (DOL) if owned, transported, or operated in Washington State.

The annual registration fee is either $12 or $30, depending on the age of the snowmobile. The fee is deposited into the Snowmobile Account within the State General Fund. Monies in the Snowmobile Account are appropriated to the State Parks and Recreation Commission for snowmobile purposes (e.g., operation and maintenance of snowmobile facilities, and the implementation of safety and education programs).

Summary of Bill:

Snowmobiles are required to be registered with DOL only if operated in Washington State. A person who owns or transports a snowmobile but does not operate it is not required to register the snowmobile.

Appropriation: None.

Fiscal Note: Requested on 1/31/07.

Effective Date: The bill takes effect 90 days after adjournment of session in which bill is passed.
