Background:
Washington operates on a biennial budget cycle. The Legislature authorizes expenditures for
capital needs in the Capital Budget for a two-year period, and authorizes bond sales through
passage of a bond bill associated with the Capital Budget to fund a portion of these expenditures.
The current Capital Budget covers the period from July 1, 2007 through June 30, 2009.
Summary of Bill:
Supplemental Capital Budget appropriations of $243 million are made for the 2007-09 biennium.
The Supplemental Capital Budget appropriates $202 million for new projects from state general
obligation bonds. (See budget highlights.) Of this amount, $50 million requires the passage of a
new bond bill.
Appropriation: The sum of $243 million in new appropriations.
Fiscal Note: Not requested.
Effective Date: The bill contains an emergency clause and takes effect immediately.
