Background:
Washington operates on a biennial budget cycle. The Legislature authorizes expenditures for
capital needs in the Capital Budget for a two-year period, and authorizes bond sales through
passage of a bond bill associated with the Capital Budget to fund a portion of these
expenditures. The current Capital Budget covers the period from July 1, 2007 through June
30, 2009.
Summary of Substitute Bill:
Supplemental appropriations are made for the 2007-09 biennium of $110.5 million. (See
budget highlights.) State bond appropriations of $6.6 million for vocational skills centers
requires the passage of a bond authorization bill.
Substitute Bill Compared to Original Bill:
The substitute bill makes several technical changes, transfers funds between two capital
projects for the School for the Blind, and makes adjustments to three community projects.
Appropriation: The sum of $110.5 million in appropriations for the 2007-09 biennium from various fund sources.
Fiscal Note: Not requested.
Effective Date of Substitute Bill: The bill contains an emergency clause and takes effect immediately.
